Rare candies.

Not the most fair, but certainly the easiest.

Other than that, the pokemon league works nicely, the secret bases in Hoenn were great, provided you had strong trainers in them, and in D/P, I've found the VS Seeker in the Battle Zone is a great way to battle a trainer with two or three lv 60s.

Actually, with the Pokemon ability "Pickup" and some high level Pokemon with that ability, you can collect many Rare Candies.

I would recommend using Lucky Egg, go through the E4 or VS Seek people on the battle island.

I would sincerely recommend vs the Elite 4 over and over again.
