3rd Gen Treecko disaster (emerald)

Hey, I think I need a bit of help.. I think I may have messed my treecko up, badly.

It's level 30, because I thought it best to keep it from evolving in order to get the moves quicker, turns out I was wrong.. Since it only learns leaf blade AFTER evolving at least once, at level 29...

So I know I've missed like, it's best attack, is there ANYTHING I can do for it to learn leaf blade? I can evolve it next level (31) ..

Help!! I don't wanna have to restart :-(

There's some guy in Fallabor Town that lets you re-learn attacks for a heart scale if that's what you meant.

Oh sweet! So let me clear this up, if I evolve my treecko at level 31, without knowing leaf blade, I can go to this guy and make him teach me it?

Plus where do you get heart scales?
