3rd Gen Truck at S.S. Anne

when I was at S.S. Anne I use the walk through walls code and I just go to the right side of the way fron the boat and I see a truck just like y/r/b. What does it do?

Yeah. I assume it has something to do with Capt. Stern, because somewhere someone was talking tha Capt. Stern eats those.
But, the truck looks cool.

;_; it was so depressing when i saw it on the japanese rom! all redone and stuff i thought it would have a purpose =/ but noooo it didnt V_V they need to stop getting my hopes out about it
