Turtwig IVs

K here are his Possible IVs but not sure i should use them becuase of its poor attack IVs that it has.....so i need help on deciding if i should keep it or shoot for something higher

Att: 9 - 13
Def: 28 - 29
SpA: 23 - 24
SpD: 24 - 27
Speed: 5 - 7
