2nd Gen Type Challenge questions

Hi, I'm doing a monotype challenge for fun, and I was just wondering if it was ok to have pokemon that arn't the type but that will evole into the type, as long as you evolve them when you get down to it

(for example Makikarp, who is just a water type, but eventually evolves into Gyrados at 20 which then becomes a water/flying type)
