4th Gen Uh, Shiny related thing?

Ok, so my brother's friend has these shinies (Hacked btw) and he breed(ed?) them... (Ditto and charizard) and he got a few egg, and hered the results...

Egg1: Normal
Egg2: Normal
Egg3: Shiny

So he breed alot more eggs and got...more shinies

My questions:

Are these considered "Hacked" and
Any other proof of the shiny rate increasing by breeding 2 shinies?

Hacking atcually doesn't matter.

Because I'm assuming at least one Pokemon is shiny, the shiny rate increases up to 1/64 for the eggs.

Well, only in Generation II (Gold, Silver, and Crystal) were having a shiny parent increases the rate of shiny eggs (Due to IVs) but in Generation III and IV, shiny parents don't affect the offspring. Unless he hacked the eggs to make them shiny, then he must have some good luck.
