Hello :) , I really need to know if the lucky egg is available at all times ( before fuschia gym and elite 4 etc..) at this point i've been hunting for days and have caught near to 60 Chanseys without having received one , i'm losing my mind please help .

No! Lucky egg doesn't exist in firered or leafgreen.

It is available; you're just unlucky. Having 60+ Chanseys doesn't help that 5% chance of it holding one.

I don't know if you're playing on a cartridge or not, or what other games you might have, but if you're playing on a cartridge and have a copy of Pokemon XD for GCN around, you can get a Lucky Egg through a non-luck-based method there and transfer it. Unfortunately, it requires you to beat the entire game before you obtain the Lucky Egg, but I personally found it easier and more fun than farming Chanseys in the Safari Zone.
