Because not everyone has an Internet connection that does a great job of loading several megabytes' worth of signatures every time they visit a thread. ):

Meh. Still, I don't anymore know any people who don't have at least a 2 mb connection. And plus, the gif was only 500 kb. :l Meeeh. >.>

If it's 500KB it's allowed. Maybe host it on an image-hosting site instead of PC?

That's what I did. It was on Imgur, it said remotefile was too large.
