Use Fly with event? (Pokemon Essentials v20.1)

    I want to replace the Fly HM with an event in every Pokemon Center that lets you pull up the fly menu by interacting with it without having the HM, badge, or any Pokemon that can learn Fly

    I don't know anything about Ruby, so I'm not sure how to go about it
