You cant really change your username,unless its one letter or something like that.You just have to make a new account.
 
Depends,If you're just wanting to change it because you're tired of this one then you cant just re-register. If you made a typo in your name then PM someone to change it.

Yeah, I would suggest that you make a new account. You only have 16 posts anyways.
