You may want to cut the tournament down to one group of 8 and just hold a small tournament. PC hasn't seemed as active lately. I know college students are finishing up finals so maybe once they are done things will get active again.

No it isn't. In fact, there are no NFEs that are too powerful for UU. Porygon2 doesn't count because it's BL, so it's automatically banned.
Don't you know anything about the UU metagame and tiers in general? I mean, if you're going to start a tier-specific tournament, you should at least know something about the tier itself.
