How do I make it so a group membership that is publicly join-able to get moderated by me? For example, on your forum you have that for the majority of the groups. How do I do that? Basically trying to make a group leader.

No, it's not a hack.
Go to the Usergroup Manager.
Take a look at the Public Joinable groups.
There should be an option to add a group leader in the drop down menu.
