I have the option selected to approve of Visitor Messaging, but I did not click the option to make it contacts&staff-only. For some reason, though, people off my contact list can't VM me, and it forces a friendship request, even though I didn't select that option.

    :s?

Check the "Profile Privacy" option in your UserCP. Make sure that "Everyone" or "Registered Members" can view your visitor messages.

Next, goto "Edit Options" and scroll down to the "Visitor Messaging" box and make sure that "Enable Visitor Messaging" is checked, and "Limit usage of Visitor Messages to Contacts and Moderators" is unchecked.

Finally check the "Profile Mode" box and make sure that you have "Standard Mode (vB 3.7)" selected.

It's somewhat confusing but it allows very granular control over who can/can't VM you. I like it this way personally. Especially since the "Edit Options" control only allows you to limit it to contacts or disable it. With "Profile Privacy" you can go farther and make it "friends only" XD

see it WAS some lame setting you missed.
