Volt Tackle?

I realized the same thing during the Elegym episode. Why isn't he using Volt Tackle? If a were a pikachu I'd be spamming that move against every strong pokemon i fought. (Despite the recoil, rather get hurt than loose)
 
wrong move for ash because volt tackle is the move red uses when we fight and it pwns my pokemon dam i hate when red uses that in platinum
