Um I dont think its possible to have a lv 1 dialga palkia or giratina

In Heart Gold and Soul Silver you can get either a Palkia, Dialga or Giratina and it will be at lv. 1 always :3

I found one. I found it on the GTS. Not sure if its hacked or not. It looks real.
