Ok. Between Dewgong, Cloyster, Lapras, and Octillary, which do you think is the best water pkmn? Why? (I need one for a team I'm making. Don't ask what the other members are 'cause I don't know yet! :P)

Ant of them can do a good job, it just depends what you want them to do. Some of them would not make good sweepers, other might be able to sweep. Same thing with tanks. What position do you want them to fill?

I really like cloyster's defense, but octillary's my fav out of the group. I just need a water pokemon. I don't like sweepers too much, it's not as fun.

I think you should either choose Lapras or Octillery.
It's true that Cloyster has an amazing amount of Defense, but a Thunderbolt can easily OHKO it.
Octillery has better attacking stats than Lapras, and some interesting movesets to work with, like Signal Beam, Gunk Shot, even Flamethrower, but Lapras is more balanced in stats.

Lapras's HP does allow it to take a couple of hits which is useful.

What about Milotic? Gyarados? Starmie? Vaporeon? Swampert?

then again it depends on the purpose of your water Pokemon.
do you want a sweeper, Physical wall, Special Wall or what?

I'd say Milotic but it's hard to obtain one and isn't in your list. Of your list, Octillery would be your best and easiest bet. Lapras, I've been searching for one since like, last week and still haven't got one.

    A) they all perform different tasks, you cant compare them realistically
B)None are really that good, all are BL or down.

Of the pokes listed, cloyster is best at its usual job of physical walling, due to its massive 180 defense stat. Yes it will die to a thunderbolt, but you arent supposed to keep physical walls in against special attacks are you? So yeah, it also offers spin support which is handy.

Yeah, I'm just building a team of my favs, and those are my favorite water poke that I have right now. Thanks all.

Choosing Pokemon really depends on the rest of your team. I mean, you can't put a Groudon on a rain team now can you?

Eh, all the water Pokemon that Kirioroshi listed are better than the options you provided. Otherwise, I agree with Gofre.

go for lapras or dewgong. dewgong with rest+hydration is really annoying.
