Actually, to be able to trade between FireRed/LeafGreen and Ruby/Sapphire/Emerald, You must have:
1. National Pokedex
2. You must get the two plates on the sevii islands (one island, two island, etc.) and give them to the guy in front of the big machine on one island then you can trade
