Weird recruitment problem in Dungeon Red

I am having a weird problem recruiting Zapdos in Pokemon Mystery Dungeon Red

I have been to him like 10, but he just wont recruit!

I have been to him only with my Charizard, which is size 1 with a friend bow, but Zapdos won't recruit!

What could be the problem?

Thanks...I finally recruited him and managed to get to Lugia in Silver Trench, but my damn partner killed it and i have to do it all over again.
