I think it was Oaknapped, as far as I know that's the only episode to have Richie, Tracey and Officer Jenny seen in, unless you know of any other episode Hiroshi?

Yeah, he appears in some more episodes, I dont' remember the name. But i fyou mean hoso episodes:

Moltres the sky galloping legend
and an other hoso about a celebi ^^
he does also appear in some episodes in master quest to
