Ok so I was playing my friend the other day and he used a welder card which allows you to "add up to 2 fire energy from your hand to 1 of your Pokémon. If you do you draw 3 cards". I understand the card fully except he added 2 special Fire energy instead of basic fire energy. My question is, if it doesn't specify "basic energy" and just says the word energy with the fire symbol next to it, was that a legal move? Or is it implied that it has to be basic? Thanks.

It counts as a legal move, as long as that card counts as fire energy when it is not in play. As an example, if your friend did this with Burning Energy, that is an illegal move because Burning Energy only counts as a fire energy when it is attached to a Fire type Pokemon, but has no type while it is in your deck.
