3rd Gen What 3 starters would be perfect for a game containing all the worlds?

Well my ideal one would be

Cyndaquil
Piplup
Bulbasaur


In my own pokemon world I WOULD LIKE TO HAVE

Baby version of lapras, this gives laprs 2 new evolutions
Vulpix, gives a 3rd evolution
Ralts
 
I dont mind any starter as long as they arent broken (in other words: crap)
Out of all the starters I've used so far, none of them are broken in any way.
