Well, in the movie, it was made obvious that he was indeed Prof Oak

In the movie it gave hints and showed that Sammy is obviously Professor Oak but only in the past. Sammy's sketch book is identical to the one that Professor Oak has so it's pretty obvious.

it is and some parts where edited to make it more clearer that Prof. Oak is Sammy in the U.S version

I'm certain that Sammy is Samuel Oak, yes. It made it really quite clear with the whole end bit when Oak is reminiscing about his sketchbook. It's definitely him. =3
