What do you think is the most useless Pokemon?

Sorry seems I've been misunderstood. I think that all pokemon are good with enough attention to them. I mean what pokemon aren't worth the hassle of leveling up (without evolving) to be strong enough to say, use against the elite four. I would use even a team of Magicarps if they were level 100 but... That's hard...
 
Wrong. Magcargo is useless.
What do you do with a pokemon with a 4x weakness to water, the most common type in the game? You give it high defense, terrible speed, and terrible HP.

Any of the cacoon pokemon. They only learn one move and have the weakest stat in any category except defense. Game-wise, the only time I have them in my party is to evolve them, despite being a good wall in the first couple of routes.

Why should anyone be ashamed for thinking that? Pokemon aren't real, they don't get hurt feelings.

That said, a freshly caught metapod or kakuna, no matter how well trained, cannot attack and is therefore useless. By time harden runs out of PP to be able to use struggle, they'd already have been defeated. The only hope of winning with one of those is to hope the opponent is weak enough that it only takes off, say, 1 HP damage each hit (if it's near the same level, it's likely to do far more) and that the cocoon's HP is higher than its harden PP. Then it can use struggle against the opponent. Perhaps then also the opponent would also use struggle and KO itself.

But the likelihood of getting into the correct battle set-up to be able to win (no type weaknesses, weak opponent, etc) is so low it's not even worth the bother.

At least magikarp eventually learns tackle and flail.
 
Magikarp. I mean seriously what the hell do you do with it? You can't battle with it because you'll get killed, it can't learn HM's its just plain useless.
 
None of the Pokemon are useless. They all learn good moves eiter from leveling up or evolving.

Ohai, I have terrible stats, can only learn one attack, have the most overrated ability in the game, and exist only for the sake of hardcore collectors. Feel free to let Tyranitars crunch me to death every time you see me. :D

Walled by nothing except for those with massive special defense stats of over 10 (read: every Pokemon) and only countered by everything, Luvdisc is surely the most strongest pokemon ever. One of the few Pokemon that is Metagame-weak, Luvdisc' surprising speed, the only stat boostable on it, is fitted perfectly on the only specially-offensive Pokemon unable to OHKO Salamence with Ice Beam.
