I made this screen to make it look like there's a flood. I know some of the blue color overlaps on the dialoug box.

    It looks good!

It would be cool if you could make it like a horizontal look, then they could be like standing on a hill or something. It would take a lot of work though

    XDDDD
    Nice!
But you can improve it by using the following methods:
    1. Colour the place you want to be "flooded" thoroughly, instead of leaving some white dots.
    2. Mend the over coloured parts, so the buildings do not show like broken.

I dunno if I improved it, because I don't know how to mend over the colored parts, because I'm using Paint to edit it.

Pretty good ^_^ But do try to keep it to the exact pixel when doing this like ifyou see a misplased white spot take it out

    Better!
But the Pokemon Center still looks broken.

In paint, they allow you to enlarge the picture.
Click on the enlarge thing, press x6.
Then try to create the most similar colour and mend the drawing with "brush" (the smallest one in the 3)
I always use these methods to make fake Pokemon cards.
But many people have better methods.
