People have given me a comment or even nothing with a grey rep mark next to it. What does this mean?

It means nothing at all. It doesn't effect your rep in anyway. The user has obviously joined recently or has negative rep, and therefore can't give you any. ^^

It seems like it was just some random rep abuser trying to bad rep you. Don't worry about it, your rep won't be affected. ^_^;

It could have even been an attempt to Good Rep you but the member who gave that obviously is new and doesnt have much rep himself - So luck, you dont gain any nor lose any.

So how many rep points do you have to have to be able to give actual points?

It depends. To give somebody a good rep, you need about 30 rep points. For bad rep, you need about 60. ^_^;

you can give them as soon as you joined i think.. as long as you have more than 60 rep to make influences on both sides of rep (good and bad)
