What is the fastest water type that can learn rain dance?

    I have this idea of mixing a speedy rain dance with my kabutops, but speed is a NECESSITY. What is the fastest water type that can learn rain dance? hell, doesnt even have to be water. just no ubers or legendaries, i dont use them.


    And yes, i know kyogre is the perfect choice, but infinite rains a little cheap, no?
     
    Whe nit comes to learning Rain Dance, Electrode would be the fastest overall, but Floatzel and Starmie are tied for fastest water-type.
