all situational... but regardless of the situation it cannot possibly by hydro cannon. Reason? 2 round attacks are ALWAYS terrible except for Slaking.

Psycho Boost is a move only Deoxys gets (that's probably why you don't know it). It's like Overheat, but a Psychic version - high attack power (140), but lowers your Special Attack score.

just treat it as a psychic attack with 140 power. Who cares about the special attack part, when it's nothing the white herb or a switch cannot fix?

ahem? O.o; Jackson148 I think that the gameshark rooted in your brain for a little too deep... either it is that, or you got mixed up with psychic (which doesn't sound very possible). Psycho boost is Deoxys's signature move, and no one else can learn it besides Smeragle who can learn anything anyway.

Err... closest to everything. It can't learn Explosion, Memento and Self-Destruct. I believe that's the only moves that Smeragle cannot learn (Volt Tackle is only a matter of time for Smeragle).

I think hyperbeam is but the only downside to it is that u cant attack the next turn.
