Really? Mine were just level 40 and all, yet I defeated the Pokemon league, and I don't know why, maybe just that their IVs are around average...

In all the games i had (Blue, Gold, Ruby) My pokemon were at least at lv 60 before i would challenge the elite four..... that way u will b sure to win.
What i do is train a lot in the victory road and thats it ;)

I did.
I trained them all until about Lv. 47-53. Then I just used rare candies after that (I was almost done with the game anyway).

Erm... I can't remember the first time... but I fought it again with my Water team that I partly traded from Sapphire, this is after I've got the Plates and stuff... All are Lv 75:
