Smeargle is best used as a Baton Passer, but it is also pretty great with an Endeavor set or even a Belly Drum set. Here are the main movesets:

Belly Drum set and the best, although be aware Smeargle has NO ATTACKS. The nature and EV spread makes Smeargle as fast as it can be, hoping for it to attack first. If you know Smeargle can attack first use Spore. If it cannot, use Substitute. Your next move will be whatever your first move wasn't. The point is for you to get your opponent to sleep and your Smeargle behind a Sub. Next you use Belly Drum, which increases Attack by SIX stages. This will drop Smeargle's HP by 50%, allowing the Salac Berry to activate, increasing Speed by one stage. If your opponent is still asleep, use Baton Pass to switch to a physical attacker on your team that now has +1 Speed and +6 Attack, sitting behind a Substitute. Medicham is a GREAT option here the only Pokemon that it cannot defeat easily is Groudon.

Endeavor set that is nasty and especially useful in 2v2 matches. First attack is Endure. This will drop Smeargle's HP, but prevent it from fainting, plus it hopefully activates Salac Berry. Next move is Spore to put your opponent to sleep. Next move is Endeavor. That will lower your opponent's HP (regardless if they switched out or not) to the same as Smeargle's. Extremespeed ftw. If you run into a Ghost, Spore and switch. This set does take some extra breeding work though as you want your HP IV to be as close to 0 as possible.

- Lock On / Perish Song
- Sheer Cold / Spider Web

OHKO/Perish Trap set. This is the finished set of what Dark Lakitu alluded to above. Use LO/SC against the computer, but please use PS/SW against friends or you will be made fun of. Strategy is the same as the Passer. Spore or Sub first, depending on opponent. Lock On then Sheer Cold ftw. Since human opponents aren't complete idiots, they will switch out against LO, making your SC attack practically worthless, causing your opponent to laugh at you. Instead, use Spider Web to prevent switching and use Perish Trap. Then just make sure you have a Sub up when the counter reaches zero.
There is also a sweeper set using Belly Drum, but it is much harder to pull off and just not as effective as the above sets. Enjoy.
