What pkmn deserves a pre or evolution

Slurpy

I think Lickitung should have a pre-evolution form. It's name should be Slurpy. I have an attached picture of what it should look like. I know, it's kinda bad, isn't it? Slurpy is blue when it is first born, but it get pinker as it gets older and stronger, and it's evolves into Lickitung at Lv.30 .
