What Pokemon would most likely not able to sweep?

    A Psyical Chansey set?
    A Special Garchomp set?
    Special Gyrados?
    What do you think?
     
    Shuckle is made to be incapable of doing anything but walling/stalling, so sweeping is well out of the question for it and its 10 base Atk, Sp.Atk, and Spd
     
    Special sweeper Pidgeot is worth nothing!
     
    Apart from the aforementioned Pokemon in the OP, I'm saying:
    -Barujiina (its offensive stats are poor for a fully evolved Pokemon)
    -Jumpluff (same as above)
    -Special Aggron and Rhyperior
