    i might be going crazy but i found a lvl 4 staravia (the second evolutian supposed to be at lvl 16) at lake verity. am i crazy?
    d dont know it might be worth more i dunno?!?!?!?!?

    Staravia can be found there, as well as Bibarels. It's just a rather low chance of encountering them. Also, it isn't new that you could find evolved forms at a lower level than you should. I remember in a version involving the Kanto region (forgot which game) you could catch Pidgeotto in Viridian Forest, and it wasn't at the level it evolves either.

    XD, wow, a lv4 Staravia. That's a good find for early stages of the game. :D

    yea I found one of those too! I believe it was in yellow.. But I might be wrong..
     
    Yeah, I believe it was in Yellow. Haha, a Staravia variation of the original low level Pidgeotto.

    yeah well i didnt just start the game i beat the national pokedex but i still don't have a shiny darnet.

    The only shinies I found on my own are Zigzagoon, which I evolved and traded away, and Carvanha, which I accidentally killed trying to catch.
     
    stupid dragonair!! i had a dratani, which i evolved into a dragonair to trade on the gts for an aipom.. well i spose its my fault, but i left my exp.share on it :(

    That reminds me when I encountered a Lv. 9 Pidgeotto in my Yellow version. So no ... at least I don't think you're going crazy. :P

    Levl Nine? I went to check... I'm seeing them at lvl 12-14 in pokemon yellow..
    Anyway, it dosent matter what level they are, just think of it as, get good stats faster, get good moves slower for evolved pokemon.

    It was in the Viridian Forest and I only found it once. Never seen it again.
