Where can i catch the starters?

Well, it depends on where you are, really.

I haven't really run into anyone who didn't eventually find all three starters around where they live. You may have to travel a few towns over, or find different parts of your city, but I'm sure you'll eventually find them. If you're in an area where Pokémon GO is really popular and you have Facebook, try looking for a local FB group. That's where I learned how to find a lot of good Pokémon in my city.

I've found Bulbasaur near my workplace on multiple occasions and hatched two.

I've found Charmander in my room once, on a train ride, and hatched one.

I've found Squirtle in my bathroom once, in my office a few times, and hatched one.

I've also found a couple of Wartortles a couple blocks from my office.

My brother's friend found a Blastoise on a beach.

One of my good buddies found a Venusaur randomly while taking a stroll after dinner (dunno where).

They can show up practically anytime anywhere, which is what makes the experience a joy.
 
I've seen starters allll around my city, they are definitely not limited to the beginning.
 
Today happened to be a strange day.

Hatched a CP508 Charmander from a 5km egg, caught five Squirtles in my office (it's a PokeStop with constant active lures on it), and two Bulbasaurs outside while I was getting lunch.

Still a long ways away before I can evolve into the final stages, though.

Try checking if other people in your area have spotted anything.
 
I have gotten all 3 of them minus Pikachu and other then Charmander which I caught in my home. I caught Bulbasaur outside over near a friends home and Squirtle in the back part of my backyard. It just varies and where they pop up.
