2nd Gen Where can i get a Pichu or Pikachu?

Depending on which game you're talking about.... R/B or G/S/C??

For Pikachu:

R/B you can find them in the Viridian Forest, which is early in the game or the Power Plant later on.

G/S/C you can only find it on Route 2, or in Crystal, the Celadon Game Corner which isn't early on in the game...

For Pichu you have to breed from Pikachu or Raichu.

yep thats the only way into getting a Pikachu or you can cheat. or be patient and wait until you can get one

No. You can only get it at Route 2 in Kanto.

Another way in Crystal is if the egg that the Daycare Man gives you hatches into a Pichu.
That might be how your friend got one that early.
