I'd like to start a group mapping project in which each participant creates a small square map following certain guidelines. Then all of the maps are pieced together into one huge, detailed, square region. Would this go into ROM hacking or Game Development, or another area? Or...does it not belong on the forums at all?

I would think this would probably be suited for the Pixel Art (or maybe Pixel Projects) forum, actually.
Since, it's not a map for a specific hack or game.
Though, I suggest try asking one of the moderators of the area, and get their permission / opinion for it beforehand.

Ohh, Pixel Art. I didn't think of that. Does it count as pixel art if the tiles aren't yours, though? Thanks, I'll ask a mod. :)

You could also try a social group as well, but it might just die after a while, like most social groups. :(

I would assume it does indeed fall under the same category, whether they're yours or another person's. Just remember to credit the original creator of the tiles.
