You just have to get lucky... Cressila is easier. I've ran in to her a ton of times, but not once for Mesprit. And if you want to spend a whole day chasing it put a Pokemon with Mead Look in the front of you part. (Golbat, Crobat, Zubat)

I i have read how to catch mesprit but the problem is tht wen i go to the icon as soon as im closish it always moves...wat do i do to get to it???????

Catch a high level, speedy Golbat and/or Wobbuffet with Shadow Tag

Or, just walk between two routes until it appears in one of them
