You have to get a bike vaucher from the city belove cerulian city(the gym leader is Lt. Surge)in the Pokemon fan club.And then go back to Cerulian and trade it.

Noooooooooooooo. In G/S/C. Go to Goldenrood city, there is a shop there by the market and this guy will ask you to avdertise his bike in the shop. When you do, later on her calls you and you can keeep it.DeoxysOwns22 said:o, ok same as R/B/Y! Thanx Peg!

A little longer discription:
Below the railroad that crosses the city you go right and then you have to through a maze of houses, then you'll get to the Bike Shop, the Worker asks you to advertise the bike, but then after a while he gives it to you as a thanks.
