No, buying. You find Pikachu in the Viridian Forest, just like in R/B.

Just look in the patch of grass outside pewter city.

Yes this in Kanto. Right outside Pewter. It looks like a small patch of grass with loads of trees. Not like the Viridian Forest in FR/LG and R/B/Y though.
