I ckecked a guide online and it said that it was in the Seafloor Cavern but I can't seem to find it in there. Does anyone know where it is? Incase you were wondering, the TM number is 26.

You have posted this in the wrong section, btw TM 26 is located in the same room as Groudon/Kyogre.
The Underwater Cavern, where you fight Team Aqua for the last time. In the foggy room where Archie appears and Kyogre is in the middle of the water.

I got to that room but I couldn't see it in there, is it near the water or is it hidden in one of the corners in the room?
