i dont think you can but in b/g/r/y you get it from beating lt. surge 3rd gym leader

Actually you can't get the tm for thunderbolt in crystal unless you've beaten the elite four and have two raichus in your team before going to the games corner. It worked on mine, so it should work on yours.

You get TM 24 by catching a bad egg and saving when the gameshark is on.
