Where to get the lowest-leveled Pokémons

    Hi there! I'm sorry if this is an already cleared up question, but googling led me nowhere.

    I'm currently creating for myself a spreadsheet which tells in which game and how you can catch each Pokémon at the lowest level possible without cheats. Once completed (or once at some relevant progress) I'll share it here. I just wanted to ask if such an information is already available somewhere, in order to avoid wasting time.

    The first routes of every region are usually the place where we'd be able to find lower-level Pokémon. Further we get ourselves into the region, higher their levels will be.

    To get a hold of Pokémon that are level one, I believe hatching eggs is the only way for us to achieve that.

    I think you can fish Lv. 1-100 Magikarp and Gyarados in the Resort Area (Platinum) and Nature Preserve (B2W2).
     
    Damn me! I was playing Yellow so I forgot about eggs!

    So, if I get it right, you can get level 1 Pokémons from eggs (Generation IV+).

    In Generations II-III, eggs will hatch at level 5, so the few Pokémons which can be caught at level lower than 5 are a useful list (unless of course one wants to hatch them from a Generation IV+ game and trade it with Time Capsule).

    In Generation I eggs do not exist, so a list has some sense (again, if one for some reason doesn't want to trade Pokémons from newer games).

    Also, eggs will hatch into base Pokémons so, if you want evolutions at lower level than the one at which they evolve, you have to catch them in the wild.
    e.g. A Poliwhirl egg will hatch into a Poliwag, which will evolve into Poliwhirl at level 25. So, if you want a level 15 Poliwhirl, you have to catch it in Pokémon Yellow using Super Rod in Kanto Route 22. Again, this would be useful only to have a level <25 Jynx (trade in Celadon City in Pokémon Red and Blue), but since you can hatch a Jynx egg into a level 1 Jynx, this is useless.

    Long story short, it is a waste of time. Useful only when playing exclusively Generation I games (but there's no reason for that), otherwise the answer is EGGS. Thanks for reminding me, you saved me a lot of time! Have a nice day!
     
    In Gens I and II, the lowest level for sure is Level 2, and that's from finding wild Pokémon along the first routes of the game(s). I remember encountering a Level 2 Hoothoot one time along Route 29 in Johto in Gold way back in the day. :)

    Yes. Unfortunately, this is possible only for few Pokémons. I began noting the lowest levels only for Generation I, and level twos are Pidgey and Rattata (RBY, Route 1), Spearow (Y, Route 22), Nidoran♀ (BY, Route 22) and Nidoran♂ (RY, Route 22).

    I think Time Capsule is only for Gens I-II, starting in Gen III there's no way to trade from later generations to the previous ones.
