Question: Where to post?

I'm not sure where to post. I'm new and I've yet to learn how things run here. I'm in the process of making a pokemon ROM hack but I'm having troubles with inserting a new tileset in the game. I keep getting an error. I want to know where I should post/ask for getting help on this.
