where can i train this guys i already got 7 badges and... is the free slot worth it for the Dratini got Extremespeed?

It's probably best to train them on Route 45 (the route south of Blackthorn), given you've already made it there. I also recommend you have someone with an ice attack and someone with an electric attack for Clair, otherwise she can be a real pain. And I believe Dratini can be a great asset to your team, and Extremespeed is a wonderful move. Go for it.
