4th Gen Where's the Hearthome city's gym leader?

I was walking into Hearthome city, and can't find the gym leader. I went into the Pokemon Contest in the big building and she was there. I hardly read the writing she was saying and skipped thru it fast and I didn't get what she said. I understood to do a Poke Contest? I already did 2. I go into her gym and the guy who is in the gym tells me he does not know where she is? Can anyone help me to find where she is?

3rd Gym

The 3rd Gym is not the one in Hearthome City. That is in fact, the 5th gym in the game.

The 3rd Gym is at Veilstone City and is a fighting gym.

you need to go to the next city for the third badge remember how she said come back later much later well there are 2 other badges you need to get first she is the 5th gym
