3rd Gen Wheres the Move Deleters house? ><;

well right now im raising a Nidoking, but it knows the HM Cut and i need to delete it for its next upcoming move Megahorn, i remember visiting his house once before but i have forgoten where he lives >< plz my Nidoking is at lv 41 and i really want it to learn that attack without having to overwrite its other moves ;-;

EDIT: oh and if its at one of the first two islands how can i get back to them without having to beat the E4? ;-;

The move deleter is in Fuschia City, in the house beside the Pok?mon Center.

You can get back to the first three islands with the Tri Pass by going to Vermillion City's port and talking to the guy there. He'll let you ride the Seagallop to One Island, and from there you can visit the others.
