Buying Pokemon booster packs is not a good way to make money unless you're either a) buying new packs and keeping them sealed for 10 years or b) buying enough to pull the secret rares and holding onto those for 10 years. You will lose money if you're trying to buy packs to open and then sell their contents. Most booster packs sold for every set are very underwhelming as far as actual values go, especially relative to the price paid for them.

Are you willing to hold onto cards for 10 years and keep them in near mint condition to make a profit in the future? If the answer is no, then flipping Pokemon cards is the wrong hobby unless you live somewhere like the UK and can easily import cards from retailers in the USA. Prices in the UK for English cards are significantly higher than they are in the USA at the moment.

Selling your old cards would vary based on the actual condition they're in, and no, you don't need to mail cards into PSA to get them graded in order to sell them.

So you searched on eBay. Did you filter by "Sold listings" for your search results? If not, you're not getting accurate prices. I myself use a mix of average sold listing price on eBay for that exact card and card condition and whatever prices I find listed via sites like TCGPlayer (using the market price) or pkmncards.com (which takes a different sampling of the TCGPlayer prices than the Market Price on each card's page).
