Which Legendary created humans and pokemon?

I think Arceus created Mew(And the universe), and Mew made all Pokemon.

Arceus created Dialga, Palkia, Giratina, Mesprit, Uxie, and Azelf for sure. If it created these Pokemon, why can't it have created them all?
