What do you mean by that? Packs that contain only energy cards? Or packs that come with energy cards and other cards?

Just buy a theme deck to get energy cards you are after in my opinion.

The only packs that contain straight-up energy cards are normally promotional packs given out by the pokemon company as rewards for playing the game. And normally those energies are holographic and cost a pretty penny to get multiples of.
Starter decks are generally a much better way of getting just energies. Or hobby shops that sell them for maybe $.15-$.25 each.
