Title. I'm actually on Windows 7 so I'm fine but a friend of mine (who isn't very tech savvy) uses a Chromebook and I can't remotely figure out how that OS works. Maybe I'm also not very tech savvy...

A Chromebook (as far as I know) uses it's own operating known as the Chrome OS or something. Though I do not know what emulator you can use for that, I can say that that you can emulate any GBA game online. That being said, you cannot trust websites like that, and I would suggest using Mednafen, a multi-emulating tool.
