Yep, it is in Silver and Crystal. I never found one myself. And do you want to know the level of the pokemon?

If its any help, its the Silver counterpart to Gligar in Gold. You can catch both Skarmory and Gligar in Crystal, though.

Aha, good that you found it, which route did you catch it on? 45/46? If i remember rightly.

Are you gonna use it in your squad or just for completion? Skarmory's pretty excellent Physical Defense, and can learn a few decent moved through level up and TMs. Good luck with the training.
